Despite the President's power of direction under section 582, the General Manager is not required to comply with a direction by the President to the extent that: (a) compliance with the direction would be inconsistent with the General Manager's performance of functions or exercise of powers under the Financial Management and Accountability Act 1997 in relation to FWA; or (b) the direction relates to the General Manager's performance of functions or exercise of powers under the Public Service Act 1999 in relation to FWA; or (c) the direction relates to the conduct by the General Manager of the review and research, and the preparation of the report, under section 653.
